Personal bank statements (banks or branches based in Cyprus) of the last three months showing bearer’s name, address and financial history. The bank statements provided must show the salary (or pension) coming in. Any other Cypriot bank account (including savings) showing enough funds can be submitted

По данным компании Main Partner Trust, речь идет не о налоговых резидентах РФ (такие счета были закрыты в 2023 году), а о «гражданах РФ с кипрскими документами, проживающими на Кипре».

Fees within public higher education
Norwegian public higher education institutions do not have tuition fees either for national or foreign students for ordinary study programs. They may charge tuition fees for non-degree courses, courses without study credit points, and a few Master's programs (experience-based programs). A modest semester fee is charged to all students and funds the local Student Welfare Organization.

As an EU citizen, you have the right to move to any EU country to live, work, study, look for a job or retire.

You can stay in another EU country for up to 3 months without registering there but you may need to report your presence. The only requirement is to hold a valid national identity card or passport. If you want to stay longer than 3 months, you may need to register your residence.
